Board of Commissioners

MVPHA is governed by a five-member Board of Commissioners. Two members are appointed by the Mayor of the City of Las Cruces, two are appointed by the Board of Doña Ana County Commissioners, and one member is a public housing resident.

Commissioners are appointed to staggered five-year terms and provide service without pay.

Sylvia Chavez
Chairman

Sylvia Chavez

Commissioner Chavez was born and raised in Mesilla Valley and has lived in the village of Doña Ana for over 30 years. She has a background in education, community leadership, and family support services, and remains an active voice for vulnerable families throughout Doña Ana County.

Kayleigh Martinez
Vice-Chairman

Kayleigh Martinez

Commissioner Martinez is a Community Liaison with Peak Behavioral Health and holds a bachelor’s degree in public health. Her passion for housing grew from her work with the Mesilla Valley Community of Hope, where she learned about the barriers and benefits of housing for individuals and families experiencing homelessness.

Gloria Molina
Commissioner

Gloria Molina

Commissioner Molina was born and raised in Las Cruces and has deep grassroots connections in the community. She is empathetic to families living in public housing because she grew up in the Tres Arboles location.

Her background includes early childhood education, Head Start, community training initiatives, and resident leadership. She served as the first Resident Council President for the Las Cruces Public Housing Authority before it became MVPHA and later served as Resident Council President for MVPHA.

Monique Lopez
Commissioner

Monique Lopez

Commissioner Lopez is a native Northern New Mexican who has spent more than two decades serving the Doña Ana County community in juvenile justice, child welfare, and housing.

Her work includes individualized case management, program evaluation, referrals management, program development, and more than 15 years supporting youth and families experiencing housing scarcity.

Erin Boyd
Commissioner

Erin Boyd

Erin Boyd has nearly 20 years of experience in community-based work. As the Community School Coordinator at Conlee Community Elementary School, she focuses on building relationships and helping students and families access vital resources.
